Brian Micheal Bendis?
Dan Slott?
Matt Fraction?
Johnathan Hickman?
Ed Brubacker?
Paul Cornell?
Jeff Parker?
Jason Aaron?
Peter David
Christos Gage?
Mark Millar?
Based on fan-interaction, it's a toss up between Slott and Fraction!
Although, Parker gets respect for waving me to jump the queue to get something signed by him.
I can't really pick a favourite, but I'm going to pick Cornell for the moment, just because he's fresh. He seems like he would be the only fit for a title like Captai Britain and MI 13 and I'm very intrigued to see what he'll produce for Young Avengers.

Brian Micheal Bendis?
His DD was amazing, but lately it's been lacking. Ultiamte spidey's still good, though.
Dan Slott?
Writes good, fun comics, but not something I really desperately want to read.
Matt Fraction?
Was amazing on Iron Fist, is good on Iron Man, is not bad on X-Men.
Johnathan Hickman?
His only work I love is non-Marvel work. First issue of Secret Warriors was good, though.
Ed Brubacker?
Good DD, although not as great as Bendis' DD. Great Cap. Great Incognito, good Criminal.
Paul Cornell?
Great Captain Britain. Does he do other stuff?
Jeff Parker?
What does he do?
Jason Aaron?
He does great work with Marvel, I'm keeping my eye on him.
Peter David
X-Factor is finding it's way back up. His work usually is very good.
Christos Gage?
What does he do again?
Mark Millar?
Eh.
Toss up between Bru, Aaron and PAD.

Bendis for fun enjoyable stories
Brubaker for the gritty crime fiction
Millar...5 years ago: yes. Now: Noppers
Slott, I can't remember reading anything he's written but he's such a jolly bastard I can't help but feel I'd like his stories.
I hear Fraction is a rising star, but I still haven't read any of his work
