It's Bob Harras, formerly Marvel EiC.
Falkov has stated that he is leaving the book because the editorial was not in line with what he wanted to write so he'd rather leave to let them tell the story they wanted to tell.
Basically, it seems DC just wants puppet writers who will do as they are told and nothing more.

There have been a shitload of problems going on with DC's editorial staff and its writers. Look at what happened to Gail Simone, she refused to do what editorial wanted her to do and they kicked her off.

I thought Falkov was working Green Lantern Corps, not Green Lantern proper? His take was he wanted to turn it into a detective type book with a core mystery to solve, which actually would have made me think about picking the book up again.

The reason Fialkov left the GL titles is supposedly editorial wanted him to kill off John Stewart. With all the shit they've put Stewart though last few years (killing Mogo, killing his fellow Lantern to save secrets, almost dying at the hands of the Alpha Lanterns, etc), killing him would piss off a lot of fans.

And reading Newsarama just now, it seems Nick Spencer was offered the Supergirl title in 2010 but had it taken away when DC didn’t like his story ideas.

I don’t know what is prompting DC to become these awful 1980s type micro managers but it’s already begun hurting them and will likely drive away more readers than it attracts. Does anyone think this has anything to do with DC trying to present a polished & PG-13 image of themselves before Man of Steel opens in June in yet another attempt to attract new readers through film or something else entirely?
