I just figured it was a slip. It's not out then... odd.

They must have needed the secret empire tie in.

I'm glad it wasn't just me. The last thing I saw was #20 was coming out mid-June, so if they're releasing 21 before 20 that's really ridiculous, especially if it's just for the tie in.

Hawkeye I think had the same thing happen at one point, no?

Yeah. It's the end/start of a run and someone's probably delayed. If it doesn't harm the story (ie. spoilers) than it's sort of understandable. I find it unprofessional, though.
