With Vaughn at the helm, it would surprise me if Singer did.
I think Singer just gets the credit for the story he developed from the first two films.
Vaughn has always seems pretty hands on and controlled for his movies.

Vaughn is a bit of a controlling dick, it seems. I read interviewers where he refused to give credit to anyone else that had a hand in writing the movie, saying no one else had a substantial hand in it except for him and his wife/partner (even though there are 5 writers listed from the WGA on the movie, lol). I wouldn't be surprised if Singer was just given the "executive producer" for all the work he had done on it until it switched hands.
