Gotham Central Book 1: In the Line of Duty. The only reason I'm hesitant to get this is because I don't know if they're re-releasing the rest of the trades and because I've heard that of the trades that were released, they didn't collect all the issues.
Also, Greg Rucka is a bit overrated.

And yeah the regular TPBs are skipping some issues.
