Are you forced to buy it if you preordered? That sucks! My retailer knows solicitations can be altered so preordering doesn't mean you 100% have to buy an issue, just that it's reserved for you.

The thing, the shops in France don't order books in the same quantities than they do in the US or the UK.
I know that sometimes, if I don't buy the book I preordered, the shop won't be able to sell them because they ordered it special for me.
